Advocacy Priorities
2016 Public Policy Priorities

State level:
  • To protect funding at current levels, including the Children’s Initiatives Fund, for early childhood education and intensive home visitation services.
    • Child Abuse and Neglect Prevention programs and initiatives
    • Health insurance for all children
    • Mental health services for children and their families
    • Juvenile Justice Reform and support for community based alternative programs
  • To work in collaboration with policy makers on improvements in the child welfare system of foster care and adoption.
  • To increase legislative awareness and understanding of KCSL’s history and KCSL’s availability as a resource to parents and children.

As new policy issues surface, we will use the following KCSL principles as a guide to determine our support:
  • Does this legislation or policy serve KCSL’s mission to protect and promote the well-being of children?
  • Does it keep children safe and healthy?
  • Does it promote strong and healthy families?
  • Does it create opportunities to empower parents and youth and encourage community involvement and awareness?

National level:
At the national level, we are working with the Kansas congressional delegation and as the Kansas Chapter of Prevent Child Abuse America to promote policies and funding for programs that benefit children and families in Kansas including:
  • Home visitation initiatives, both independently and through the Affordable Care Act
  • The Child Abuse Preventive Treatment (CAPTA) Act
  • The Social Services Block Grant
  • Head Start and Early Head Start
  • Kinship Care and Fatherhood initiatives
  • Juvenile Justice and Delinquency Prevention programs
  • Medicaid
