2019 State Advocacy Agenda

Testify Publicly and Speak on Behalf of Children and Families:
  • Provide Updates on TANF Funded Healthy Families Home Visitation Expansion Plan
  • Protect the Children’s Initiative Fund
    • Oppose securitization of tobacco settlement funds
  • Preserve and strengthen the organizational structure of the Children’s Cabinet and Trust Fund
    • Accountability and evaluation of programming and targeted “at-risk”
    • Consider recommendations from NGA Workgroup on best practice for Government Structure on children’s services and outcome measures
  • Integrate Adverse Childhood Experiences (ACEs) and Safe, Stable, Nurturing Relationships and Environments (SSNRE) research into Child Welfare policy and organizational structure
    • Based on forthcoming recommendations from child welfare task force(s):
      • Support the redesign of front-end child protective services including universal screening for newborns (parent risk assessments); kinship placements as a preference to custody; and Differential Response for Non-Abuse/Neglect Reports to community based organizations
      • Support DCF IV E State Plan amendments for Families First Funding (Home Visitation, Mental Health, and Substance Abuse Treatment)
      • Repeal the HOPE Act in whole or part to remove access barriers for families involved in child welfare services
  • Introduce Legislation in support of financial incentives for private corporations to build family friendly work policies that strengthen families and reduce risk of child abuse/neglect

Watch with Interest and Provide Information as Prudent:
  • Public education funding
    • Creating awareness and understanding of students A.C.E.’s and classroom impact
      • Supporting development of trauma informed classrooms
  • Tax exemptions and tax reform related to non-profits
  • DCF Budget
    • Support training and salary for Social Workers to improve retention
    • Support funding for the development of Community Based Family Resource Centers
    • Support utilization of TANF Block Grant funding for targeted intervention programs
    • Support funding for a comprehensive Management Information System with improved data sharing capabilities among and between public/private organizations
